This special report analyzes the incentives and impediments that building owners face when they consider improving the seismic performance of their buildings. It is written for individuals who promote earthquake mitigation either at the governmental or organizational level. Its purpose is to help stakeholder groups identify how best to motivate owners to improve the seismic performance of their buildings.
